St. Stephen's Housing Programs Department serves households who are experiencing or at risk of homelessness in Hennepin County. Our programs include Prevention, Diversion, Coordinated Entry Assessments, Fast Track, Rapid Rehousing, and Long-term Supportive Housing for households with children and adults without children. By offering programs of various intensity and length, we hope to be able to provide the level of service each household needs to be successful. The goal in all of our housing programs is to end homelessness by assisting households in stabilizing their housing and achieving self-sufficiency.

The Certified HQS Inspector provides an essential role for the Housing Programs Department and is responsible for the completion of Housing Quality Standards (HQS) inspections for St. Stephen's Human Services' Minnesota Housing Housing Trust Fund subsidies, which are located in scattered-site housing. HQS inspections are a federally mandated requirement designed for many types of housing throughout the nation. HQS was developed to ensure that housing assisted through federal funding is affordable, decent, safe and sanitary. Units are inspected at initial move-in, then annually for as long as the tenant resides in that unit and receives rental assistance. This is a contract position, not a full-time positon.


  • Conduct and provide complete documentation for all HQS inspections.
  • Coordinate and confirm scheduling of inspections with tenants and/or landlords, depending on inspection needs.
  • Update HQS Outlook calendar within 24 hours of inspection being scheduled.
  • Submit completed HQS inspection forms within 48 hours of completing an inspection.
  • Maintain clear and frequent communication with Rental Assistance Manager.
  • The Certified HQS Inspector position consists of 75% conducting HQS inspections, 15% scheduling and follow-up communication, and 10% documentation.

Successful applicants will have the following skills and abilities:

  • Ability to work respectfully with clients, coworkers, and key stakeholders who are diverse with respect to race, ethnicity, gender identity, sexual orientation, socio-economic status, and religion.
  • Ability to establish rapport quickly with people experiencing a crisis through use of trauma informed care, client centered care, and strengths-based approaches.
  • Ability to meet expectations regarding paperwork and documentation through organizational skills, a strong attention to detail, and the ability to work efficiently and accurately, competency and comfort using technology and computers.

Experience that gives applicants the required skills, abilities, and perspectives listed above are commonly gained through one or more of the following:

  • Personal experience with homelessness;
  • Experience working, interning, or volunteering with people experiencing homelessness;
  • An Associates, Bachelor's, or Master's degree in a relevant field such as Social Work (with accompanying licensure), Human Services, or Family Studies.

In addition, applicants must:

  • Be HQS certified and able to provide verification.
  • Have access to reliable technology with the ability to receive and send emails, photos, and other documentation; capable of completing HQS inspection documentation electronically or access to scanning printed documents.
  • Proficiency with Microsoft Office Products (specifically Outlook).
  • Have a valid Driver's License.
  • Have access to a safe and reliable vehicle with proof of insurance.
  • Pass a background check.


  • Light work - Mostly standing with some sitting. Occasionally exerting up to 20 pounds of force.
