St. Stephen's Housing Programs Department serves households who are experiencing or at risk of homelessness in Hennepin County. Our programs include Prevention, Diversion, Coordinated Entry Assessments, Fast Track, Rapid Rehousing, and Long-term Supportive Housing for households with children and adults without children. By offering programs of various intensity and length, we hope to be able to provide the level of service each household needs to be successful. The goal in all of our housing programs is to end homelessness by assisting households in stabilizing their housing and achieving self-sufficiency.

The Housing Locator position is a member of a team of three Housing Locators whose shared objective is to develop, maintain, and grow relationships with landlords and community partners to achieve the ultimate goal of stable housing for housing program participants. Three positions are currently available on the Housing Location team; one role will focus specifically on family housing needs, one role will specialize in single adult housing, and a third role will be split between single adult and family housing location. Together the Housing Location team will support housing navigation and landlord recruitment for the full Housing Department through varied strategies and as relevant to each program's unique model and participants' need.


  • Assist participants and staff with housing search for housing program participants, which may include direct client support with tasks such as scheduling showings, attending showings, submitting applications, and completing habitability inspections.
  • Maintain regular contact with landlords and property managers currently known to St. Stephen's while seeking out new housing resources.
  • Network with other agencies, community groups, housing providers and individuals to find housing opportunities that meet the needs of housing program participants.
  • Communicate and coordinate housing location services with housing programs staff while working remotely and in-office.
  • Research emerging best practices locally and nationally around housing location and retention for populations who have experienced homelessness.
  • Contribute to updating Housing Location program design, processes, and forms.
  • Provide feedback to and receive input from program staff about what works with current housing search, as well as research other practices that might enhance the current service delivery system.
  • Stay current in understanding of trends in the Twin Cities Metropolitan rental market.
  • Search rental housing data bases (Craigslist, Housing Link, Trulia, etc.) to find vacancies relevant to housing needs of program participants.
  • Maintain updated documentation of client interactions and clients' housing process.
  • Support staff and participant understanding of landlord-tenant rights and responsibilities, rental procedures, and tenant protection ordinances.
  • Attend and participate in team meetings.
  • Position consists of approximately 60% direct work with landlords, property managers, participants, and staff; and 40% indirect work such as documentation, administrative tasks, attending trainings, and participating in internal committees, meetings, and initiatives.

  • Ability to work respectfully with clients, coworkers, and key stakeholders who are diverse with respect to race, ethnicity, gender identity, sexual orientation, socio-economic status, and religion.
  • Ability to establish rapport quickly with people experiencing a crisis through use of trauma informed care, client centered care, and strengths-based approaches.
  • Ability to meet expectations regarding paperwork and documentation through organizational skills, a strong attention to detail, and the ability to work efficiently and accurately, competency and comfort using technology and computers.

Experience that gives applicants the required skills, abilities, and perspectives listed above are commonly gained through one or more of the following:

  • Personal experience with homelessness;
  • Experience working, interning, or volunteering with people experiencing homelessness;
  • Experience managing or working with rental properties;
  • An Associates, Bachelor's, or Master's degree in a relevant field such as Social Work (with accompanying licensure) or Human Services.

This position requires use of your own personal vehicle for Agency business and will be required to maintain liability insurance coverage of at least $100,000 per person and $300,000 per occurrence.

In addition, applicants must:

  • Must have valid Driver's License and pass a DHS NetStudy 2.0 background check.
  • Must have access to a safe and reliable vehicle.


  • Two years' experience working with people experiencing homelessness;
  • Two years' experience working with or managing rental properties;
  • Fluency in languages used by our clients (Spanish, Amharic, Oromo, Somali, ASL).


  • Be able to attend apartment showings with participants, including apartments that may only be accessible by climbing stairs.
